NAMIBIA is in southern Africa, bordered by South Africa and Botswana.

Doctor Who was not shown on any local TV stations, but the 1996 TV Movie was potentially available there on PAL VHS tape.

Videotapes distributed by the South African company CIC Video (Pty) Ltd were "manufactured for sale and rental use only in South Africa, Namibia, Lesotho, Botswana, Swaziland [and] Zimbabwe...", per the copyright disclaimer printed on the labels.

While that clause appears on all tapes from this distributor, it's unknown whether or not the movie itself actually was available in shops or rental outlets in Namibia.
